What is the status of the culture of free speech in the public sector? Does it limit employers’ freedom of expression? Do employees dare to report concerns about circumstances worthy of criticism? Amendments to the Working Environment Act are intended to provide better protection for whistleblowers – are the new rules enough?

Researcher Brita Bjørkelo about the role of leaders in connection with whistleblowing cases.
